Using a texture pack is easier because you don't need to restart your game to update the skin. There's also a texture pack to check the skin. By default each dragon has 3 skins for each stage of growth, but you can change it at any time. You can create your own skins the same way as you would for the standard Minecraft human, but these dragon skins have different methods for loading them into the game.
